Jesse W. Samples. MBA

Jesse Samples has over twenty-two years of health care experience with fifteen years dedicated to long term care. Jesse has a Masters in Business Administration from the University of West Virginia College of Graduate Studies and is a graduate of West Virginia State College. His diversified experience includes government relations, business development, financial management, regulatory compliance, strategic planning, operational reviews and reimbursement. Jesse oversees the operations of the West Virginia Health Care Association (WVHCA), the West Virginia Long Term Care Service Corporation and the West Virginia Health Care Foundation.

Jesse has served as the Chief Executive Officer of the WVHCA since August 1, 2003. As the CEO, Jesse prepares and coordinates vital information to association members, to the general public, government officials and legislators regarding issues related to long term care. Jesse is also currently a member of the Medical Services Fund Advisory Council that provides the Bureau for Medical Services with input related to Medicaid issues.

Jesse was the government affairs director for the WVHCA from 1993 to 1999. During this time he successfully developed educational programming in collaboration with the Bureau for Medical Services for Electronic Data Submission as required by HCFA for long term care nursing facilities. He also participated with various state agencies, including the Office of Health Facility Licensure and Certification, in the revision of licensure regulations for personal care providers and nursing homes. He also co-author of Medicaid reimbursement guide for long-term care nursing facilities published by West Virginia Department of Health and Human Resources. Jesse was also member of the board of directors of Kanawha Hospice from 1993 to 2005 and served as Board Chairman for five of those years.

Prior to taking over as the CEO of the WVHCA, Jesse served as Vice President of Planning and Development for American Medical Facilities Management, Inc. from December, 1999 to August 2003. His responsibilities included negotiating proposals, coordinating certificate of need (CON) requirements, long-term strategic planning consistent with the mission and goals of the organization and monitoring current financial, legal, and operational conditions impacting the long term-care profession.

Other long term care experience includes working as a health care consultant for Arnett & Foster, CPA’s, from July, 1989 to May, 1993. While working at Arnett & Foster he developed and maintained a Financial & Statistical Reporting Software (West Virginia Medicaid Cost Report) for ICF/MR and ICF/SNF facilities. Currently, over 80 percent of the Medicaid certified nursing homes utilize this software. He also created the annual, and later semi-annual, Medicaid Rate Analysis Report for the West Virginia nursing home profession (reports include 1989 through 1992). This report is still being published semi-annually by Arnett & Foster.

Jesse started his career working in various capacities in Financial Services of the Charleston Area Medical Center from September, 1983 to July 1989. He worked as an accountant, budget analyst, reimbursement specialist, and cost accountant.
